PCI DSS Standard

The Payment Card Industry Data Security Standard (PCI DSS) is a worldwide information security standard defined by the Payment Card Industry Security Standards Council. The standard was created to help organizations that process card payments prevent credit card fraud through increased controls around data and its exposure to compromise. The standard applies to all organizations which hold, process, or exchange cardholder information from any card branded with the logo of one of the card brands.

How is it enforced?

Enforcement of compliance is managed by the bodies holding relationships with the in-scope organizations. Thus, for organizations processing Visa or MasterCard transactions, compliance is enforced by the organization's acquirer.

How does it affect Merchants?

The PCI DSS must be met by all organizations (merchants and service providers) that transmit, process or store payment card data. The PCI DSS (sometimes referred to as a compliance standard) is not a law. It is a contractual obligation applied and enforced directly by the payment providers themselves by means of fines or other restrictions.

What does all this mean?

To put it simply, the acquirers are responsible for maintaining the Merchant Compliance program that tracks Merchants compliance according to PCI DSS. It is the acquirer who is ultimately responsible and liable to the payment brands for the Merchants compliance.
